Everlook is one of the four goblin towns of the Steamwheedle Cartel. It is located in central Winterspring.
Facts
0/1000 Exalted is required for Insane in the Membrane and 100 Exalted Reputations. Keeping the reputation is not required for credit for Insane in the Membrane, but is required for 100 Exalted Reputations.

Aside from the few quests available in Everlook, most of your reputation gains for Everlook will be from spillover from grinding for the other goblin towns.

To reach Neutral you can either grind pirates as discussed below, or use the repeatable cloth turn-in quest.
I recommend doing this turn-in first because of the lack of pirates to grind and the very small number of quests available. My recommended sequence for cloth turn-ins is: Everlook, Ratchet, Booty Bay, Gadgetzan. Of course, this is subject to the availability of cloth on your realm.
Low level players should have no issues reaching this quest giver as it is far away from the nearest Everlook Bruiser.
The nearest place to purchase Coal is from Syurana in Starfall Village, Winterspring.

Winterspring Quests
The quest Words of the High Chief is at the end of the Timbermaw Hold quest line, which begins at the Emerald Sanctuary in Felwood.

There are no mobs to kill which grant direct Everlook reputation. You must kill pirates for the other goblin towns and collect spillover reputation for Everlook.
